How do I create a moving background say up left for example?

What I want to know is how do I get background to move (scroll) like
[move]Hello[/move]
[%move%]Hello[%/move%]

Examples of text moving in a direction (Take out % the code down below and replace <> with []
or [] with <> will have up above effect) :

I want background to be able to move like Hello up above that is moving.

How do I code this in HTML (I am using a ProBoards forum to try this. I am Jason and found this forum out through Google Search Engine) please? Thank you.
