How do I "Password" Internet Aces in computer?

greetings all,

a friend of mine has a dell b-110(?) desktop computer running win xp home in his office. he wants to "disable" or "password access" (preferably) his computer so that his employees do not surf the web while working. can this be done?......i am not talking about "signing in" when the computer first boots up. the computer is already up and running, he wants all other functions to be operable but, just wants to stop internet access by pass-wording said acess..........thanks for any help you can give!

edit..tried to fix spelling error in title (aces to access) but, was unable to, sorry!
 
..yes, i am on a network. what i needed is a program for selective internet access for either assigned users (passworded) or 1 password to unlock internet access. looked at a few and the configuration is a bit much to follow...
 
Block port 80 from the router or switch. You can do it for a set time also. All internet access or requests across port 80 will be blocked.

Or just unplug the WAN cable, so there is not internet.
