How do I reload the OS on this HP Notebook 2000?

This is a different computer than what I put in the last post.

I have the .iso disc for Windows 7 and it is in the drive for this HP Notebook 2000. I know the drive works.

I turn on the computer, and it doesn't give me an option to boot from CD/DVD.

It says...

"Windows Error Recovery

Windows failed to start. A recent hardward or software change might be the cause. To fix the problem:

1. Insert your Windows installation disc and restart your compute.
2. Choose your language settings, and the click "Next."
3. Click "Repair your computer."

Other options:
If power was interrupted during startup, choose Start Windows Normally.

When I choose one of those, Windows begins to load... then goes to a blue screen.

I can press "Esc" to go to the Startup Menu, and click on "Boot Device Options" and select Internal CD/DVD ROM Drive... but it just brings me back to the same "Windows Error Recovery" screen.
 
I stand corrected. It was able to boot from the CD/DVD on the third try.

How can computers work in seemingly random ways, when they are machines built to use logic? Does anyone have an answer for that?
 
The installation stops during the process and says:

Windows cannot install required files. The file may be corrupt or missing. Make sure all files required for installation are available, and restart the installation.

Error code: 0x80070017
 
If you have bad ram, the install won't complete. You will need to test your ram with Memtest86.
 
How can I do that if there is no operating system to run that program off of? Is that a program that comes with the computer, or one that I could download?

I don't trust the system diagnostics. However, you may want to try redoing the iso file but this time burn it at a slower speed. Your disk may be back.
 
But does that tell you that the RAM is good? I never had any problems with the RAM. so, I should burn the .iso file at a slow speed? What speed?

Does that mean that the hard drive is working fine?

So, then, what is my issue with this loading the .iso file if the RAM and the hard drive are both okay?
 
As I said before, I don't trust the laptop manufactures diagnostic. It's either a hardware issue or a media issue.

1. Reburn iso at a slower speed.
2. Run memtest86 on installed memory.
3. Run hard drive manufacturers disk diagnostic program to check drive for errors.
