How do I set my monitor frequency?

My monitor screen blacks out and says "OUT OF FREQUENCY". I went to Safe Mode and tried to set my frequency right but I realized I didn't know how . I tried desktop>properties>settings>advance>monitor .. but the only monitor refresh rate options were "use hardware default settings (or something like that)". What should I do? Help!

(I work with Windows XP)
OPERATING FREQUENCY
HF: 30-54 kHz
VF: 50-120 Hz

Have you installed your graphics card drivers properly? After you have done that properly, then windows should show your monitor as plug and play, and then you can select the frequency. Out of frequency or Out of range means that you have tried to run a resolution at a frequency not support by your monitor or a resolution not supported by you monitor.

Just to verify, you did try the "use hardware defaults" option right? Doing so should set it to your monitor's (hardware's) native frequency.
