how do read specs on psu???

The most important thing is the number below where it says +12V. It should have a number followed by the letter A. Thats how many amps you have on the 12V rail. Your computer uses most of the PSU off of the 12V. Thats why it's important.
 
haha well u see i was in advance science class but i had a vietnamese teacher and you cant understand her. i jst i didnt care about science for 1yr

You're looking at a PSU with 2 rails.
V1 goes for the first rail and V2 goes for the seconds.
Apparently they don't allways have the same amp rating, so they are specified.

This PSU looks to support 38 amps worth of main cable accessories.

That's how loud the fan is while the PSU is running at 60% load. The fan probably adjusts itself to the heat.

That's how many amps there are for the 12V+ rail.

+5V(46A), +12V1(20A), +12V2(18A)<----this
That PSU has dual rail, so as the others said, it ads up to a total of 38amps spread across 2 rails.
