How Do You Get More Members On A Forum?

I know you can't advertise it on other sites. Does anyone know how to do it without breaking rules of the internet?

Make sure people can find your forum when searching by using meta tags, keywords, descriptions, etc. that correctly match the goal and purpose of your forum.
