how do you know if a motherboard is DOA?

I just ordered parts for computer, but it refuses to even turn on. If I press the power button for few seconds, the system power comes on for a second, and goes out again. Before that, if I turn on the switch on the PSU, the opitc mouse power is on (red light), ethernet light is on (orange light), I could also hear little statics from my speakers, and motherboard green light is on. But when I push to system power button, nothing comes up on the machine. Actually when i press on the power button for few seconds, the power comes up on the machine for a second. Is this motherboard dead? it is

M2N SLI Deluxe

AMD x2 6000

2 GB of gskill ram ddr2 800

nvidia 8600 gt

700W psu

samsung HDD etc
 
could be a psu problem, sometimes computer gets power, will boot sometimes but not all the way, if you have a tester test the psu
 
Make sure all the risers are under the board right in that theres not one where theres not suppost to be! Are all the power plugs in, the 20/4 pin and the 4/8 pin CPU power plug. Double check your case connections
 
take out all your components, except power, plug the power into the board. Usually on the motherboards there is a power indicator (ie. small green light), see if that lights up...if not then it could be power supply.
 
POST = Power On Self Test

if it passes post then your MB is good, if it doesn't simple trial and error can narrow it down.
