How is this cooler/fan suppose to work?

Ok, i bought this cooler that says it's for cooling down VGA video cards but the VGA slot is on top of all the other slots. If i were to install the cooler which takes up the 2 bottom slots it would blow air right back into the fan on the VC that is blowing away...

Does this seem wrong/right and what should i do or how do i make it work? I'm guessing i need to just take it back.
 
I don't think the fans on video cards blow air away, they take air in. The VGA cooler will take in cool air from outside of the case so that the fan on the video card can take that air in to cool the video card.
 
Ooo ok, they take air in. I did not know that. Thanks. Also, there is a piece of plastic that will expand it out further so should i put that on so the cooler fan is RIGHT below the VC fan?
