I'm running

AMD phenom x4 2.6 ghz
EVGA 460 1 GB Super Clocked
ASUS M3N72-D
Win 7 x64
(2) 250MM FANS
(2) 1GB DDR2 RAM
1 IDE 7200
1 SATA
5 USB

CURRENTLY WITH 850W CORSAIR, HAVING TROUBLES RUNNING GRAPHIC CARD

The corsair is overkill for that system. I'd say your graphics card needs more voltage to run, especially if it's a superclocked version.

Download MSI afterburner, install and run it, click settings, check the voltage control box and "force constant voltage" then apply and go back. set the voltage to 1.087v, and apply.

Maybe up the fan speed as well.

Definitely not a PSU problem. Anyway, to be sure run some diagnostic tests on your system. Download Memtest and run that overnight and see if any errors come up in the memory.
