How to block bad sites from my daugthers computer?

Hi all,
Ive got a Belkin ADSL2+ wireless G router and i will be connecting by daugthers computer put to the internet by wireless. As she is still a bit young, I dont wont her to be seeing anything bad while using the internet for her homework, emailing friends elc. I have installed Norton Internet Security on her computer and enabled the parental control feature, so blocking those sites, but how do I stop her turning of the program...Elc, is there a program that I can have running in the background blocking those sites that she cant turn off??

I use Child Control for my sisters comp, you can make it so it doesnt allow the user to make changes to her computer, has a whitelist, blacklist, it can block out bad words, ect. I got that from www.download.com

Oh ya, and you can set a password so she would need the password to disable or uninstall it.

Well she can press [look at my avatar] and disable it from there, right?
 
I wouldn't try filtering on the router, programs are usually a better idea. You should be able to password them. As for Ctrl + Alt + Del, it shouldn't work, if the program's been designed properly. For example, try to Ctrl + Alt + Del on most firewalls and antivirus programs, you'll just get an 'Access Denied' message.

Obviously, there are ways of getting around them, but it depends on how old/computer knowledgable your daughter is.
