How to Boot From a USB to install an OS?

I have set BIOS to CMOS boot mode (instead or UFEI). When I do that, then the system is able to boot from my USB stick, however, I'm unable to perform my installation. I have tried this stick on my Windows 7 desktop computer, just to see if any errors would come up and nothing did.

Well, as a matter of fact I did. I got it from Newegg.com for $100. Why?????

All I'm asking is if anyone knows why the software works on my desktop computer but skips a screen on my laptop. That's it!

Download the Windows 7 usb/dvd utility and redo it. Something went wrong.
 
Don't you think that it's weird that the screen comes up in my desktop computer but not in the laptop? Wouldn't that mean that the USB files are ok? Just asking!
