how to change video card speed???

Your graphics card frequency should be at a maximum, I have not heard of throttling in GPUs. What card do you have? When you say maximum speed do you mean you want to overclock it, as in push it to the max? If you have a nvidia card, then use a utility called ntunes, if you have AMD/ATi then download the install overdrive. These utilities will allow you to overclock your graphics card and get a little more performance for nothing.
