Anyhow you can use 3'rd party tools such as Partitian Magic.

Does win2000 not give you an option of file system b4 it's installed? the way that winXP does. If so then boot with the 2000 cd in and delete partition and recreate and format using fat32. It's actualy pretty tricky going back to fat32 and you may have to F with it.

Yes. But it doesnt offer Quick Format.

The simplest route would be to use soemthing like Partition Magic or Partition Commander (or even Component Manager maybe)

What is the difference between the long and the short? Just asking because I always choose the long because I figure it's doing a better format.

What is the difference between the long and the short?
30seconds vs 2 seconds
Short = TOC is deleted, data intact but for all intents and purposes inaccessable
Long = toc and data is deleted, more secure
For 90% of people it doesnt make a difference :)

use third party partitioning tools

Basicly he's been told that several times :p

It also can be accomplished without the use of 3'rd party partitioning tools.
