how to delete stubborn file in vista!!!

well i have a file on my computer that wont delete!

it is a link to web sites that i have picked up of a friends usb dongle taht had alot of files on, it is named up to be a music file but as soon as i click on it it takes me to numerous websites.

when i try to delete it comes up saying its being used by another program....

i just need some advice on a good software to delete these types of files please

doesnt matter problem solved, booted into afe mode and i could delete them form there
