How to disable balloon tips in Windows 7?

I tried to disable help balloons (or baloon tips) that appears in the start menu, but it didn't work.

As suggested on the web, I added the following keys in the registry:

StartButtonBalloonTip (=0) in
HKLM\Sotware\Microsoft\Windows\CurrentVersion\Explorer\Advanced

EnableBalloonTips (=0) in
ShowInfoTip (=0) in
HCU\Software\Microsoft\Windows\CurrentVersion\Advanced

I also tried the software "Tweak now powerpack 2010" that has a feature that is supposed to do this trick, but with no success.

So is it possible to do that or not.

Head to Control Panel, under System and Security, click Review your computer's status. On the left, click Change Action Center settings, then uncheck all notifications you don't want to receive. When you finish, click OK. Good Luck!
