How to disable delete in windows 2003 server

I am working as System admistrator in some one private Concern. I am using Windows 2003 server, and Node all are Windows 2000 professional...

now i want to restrict delete the files from the users.., i was tried through security option on that file i gave a permission except delete, and delete subfolders and file..

now i cant delte any files and folders, and i can create and read but i cant modify and i cant save any Files so what can i do?
