How to fix GTA IV Social Club failed to login error?

So I borrowed my friend's CD and installed GTA IV legit version no cracks have mods (only performance mods like GTA IV for low PC's)

I am having a hard time logging in to Social Club

I tried installing and updating the Games for Windows Live and it didn't work

Tried the paul.dll thing but i couldnt play online.

I want to play online guys



Any fixes?

but he didnt use the key, he instead downloaded a crack
and I did the serial thing and I have legit GTA IV.
the problem is R* might be having some problems with their servers
