How to get E6420 at stock speed?

I dont know why but after I installed my comp and get it running, but the processor Intel Core 2 Duo E6420 only running at 1.6GHZ and the stock speed suppose to be 2.13GHZ.
Anyone know why this is happening, and the multiplier is only at x6, increasing the multiplier to x8 or x9 will make it run at stock speed or is there any other way?
If so how do you increase the multiplier in the bios?

My comp specs are:
GIGABYTE GA-965P-DS3 (rev. 1.3)
Intel Core 2 Duo E6420 Conroe 2.13GHz (1.6GHZ Current)
EVGA GeForce 8800GTS 320MB
G.Skill 2GBHZ DDR2800
Seagate 320GB Sata HD
Rosewill RP550
 
I believe this is just the Core2duo's version of Speedstep, it downclocks the CPU to save power when it's not needed.. But not to worry, as it will go straight back up to it's stock speed as soon as it is.
 
hermeslyre is correct, that is EIST/C1E at work and it is a power saving feature for when the CPU is idle or near idle and doesn't need the extra speed. If you want it to run full speed all the time go into the BIOS and disable EIST and C1E halt state.
