How to Get RAM to Run at 1200?

i have been having a little difficulty with understanding exactly what the relationship between cpu operating frequency and ram speed is. so if i wanted to run my ram at say 1200, would i need a processor running at 4.2 ghz? i have read that with two sticks (therefore each running at 600) i need to multiply that number by 7 in order to get my cpu speed "needed." this makes absolutely no sense. was that just a special case (that i read about) that required the number 7? thanks for any help given.
 
Do really think any bios has a 600/1200mhz setting for memory. If you have DDR2 1066 or DDR3 1066 you would have to bump up your Bus/FSB to get it from 533 to 600. Might have to fool with your memory voltage and timing to get it there.
