how to go about deactivating Win 8.1 on a laptop I no longer possess

I shipped a laptop to a friend overseas at the end of February. I insured it, got tracking on it, the whole nine yards.

After I had screwed up the already present Windows 8.1 OS on the Dell laptop after trying to clone it to a SSD, I decided to do a clean install of a separate licensed Win 8.1 Pro on the SSD.

USPS (US Postal Service) has told me that it seems the package has been lost overseas en-route to the destination. I'm assuming now that it got stolen. Things don't just "get lost" if shipped by a reputable carrier IMHO. They told me I have to wait until half-way between the 1st and 2nd week of April before they will issue a refund for the insured amount.

While I'm waiting for that, is there a way I can have the Windows 8.1 license deactivated  Will Microsoft do this for me, being that I still have the original key and since it was issued in my name

If anyone gets or has their hands on it now, I want to make sure that they don't have full functionality of the OS, including updates. Regardless of whether or not MS will allow whoever has it to be updated to Windows 10 without a genuine license, I don't care. I just figure I want use of the key back, since I know for a fact it won't be making it to my friend overseas. It was supposed to arrive there within 10 business days after leaving Chicago customs and I don't think I'll receive a refund for the shipping costs (only the insured amount of the laptop - and I did not insure it for the depreciated value plus the appreciated value of the solid state drive, stupidly :()

I'd just activate on the new and not worry about it. You can't access the other PC to force a deactivation or similar.
