how to have a Telephone using the pc?

Is it possible for me to make my pc a telephone is I have a old PCI modem connector?

Is there a program for this?

No need for a modem. You can get a voip program. They usually cost money, but there are some that are free, but don't have some features.
 
Yes it's possible. You can hook up a phone cord from your home phone line to the modem on your computer, and use either the Windows Phone Dialer, or a third party application. Or you can do what motoxrdude suggested, and download a program such as Skype. Which will allow you to make free calls anywhere in the USA or Canada from your broadband internet service.
 
The only problem with Skype's free service is that it doesn't give you a number to receive calls online, still need a phone for that. But, it does give you the opportunity to make long distance phone calls for free. If you need to completely replace your current line phone, Vonage offers VOIP and I believe Earthlink, SBC and some others are beginning to as well...

It does, but you have to pay.
 
You pay for the program. Skype is a good Voip, free, but the free version doesnt have an incoming number like DCIScouts said. You can try the modem idea like omega said and that would be free, but tie up your phone lines when you call someone where as skype doesnt.
 
i already listended to my sister talking to her boyfrind on the phone, very simple. if you have an dial up connection, then you simply need to dial....it will do a little 'bu' noice...next thing i heard "what was that" "i don't know" lol i was laughing so hard!!!! was quie for a little time after :D use it the right way tho lol :P
