How to install an OS on a Floppy-only machine

So have this machine without a CD drive, a USB drive that isn't recognized by BIOS, and a floppy drive. the hard drive is wiped clean. How do I go about installing a OS? Preferably xp, but at this point I've spent so many hours on this i'll take anything:)
Is there a way I can load all the installation files on to the HDD using a different computer, and then pop the HDD in this machine and run setup from the HDD itself?
Any help would be greatly appreciated. Thank you.

Do you have a cd drive you could put into the machine? If not then i dont think there is alot you can do about it...

So there's no IDE cable to plug a CD drive into?

Anyway, I used to install Windows 2000 from floppy, but I can't remember how I created them. It took 5 or 6 floppys.

No, it was 2000. Maybe they were just the boot discs.
I think I needed them before I could put the cd in...idk

It's been so long, sorry. :o

Yeah, i was just saying i didnt remember if it was 95 or 98 that needed 14 discs, plus dos, im pretty sure it was 95 cuz it needed dos.
