How to install the hal.dill?

When I start my pc i just get an error saying the windows/system32/hal.dill is missing

even in safe mode and safe mode with dos

is there any way to get the hal.dill off of a cd onto the pc?

I cant get into dos so I need a way to made the cd auto install it onto the hard drive or something.

Any ideas?
 
I wanted to replace my hal.dll to get my power management to work properly and did some research on it. What I'd read was that you can boot your OS disc and pick "Install" (assuming you're using XP). Supposedly this will NOT delete any data files, but simply reinstall your OS, including hal.dll.

boot the computer on disc (xp)
choose option "r" to repair windows
execute the command : bootcfg /rebuild
eject the cd
execute the command : exit
