How to install windows installer

when I try to install a program on my dell, it says the problem are caused by two things,

1. The computer is in safe mode

but I checked it and it isn't in safe mode

2. and that windows installer is not installed, I checked the program files and it isn't installed in their, I downloaded the installer and ran the program to install it, then try to install the other program again and it still didn't install and the same problem came up..I checked the program files again and the windows installer still didn't show up

what should I do now?
 
there was a critical update to the windows installer some many patches ago, that could be your problem. Try running all windows updates.
