how to lower the fan noise?

my uncles got a pentium 3 pc, and his processor fan noise makes a hell of a noise...any way of lowering the noise?
 
If it's a PIII, could it simply be a failing fan that needs to be replaced? If not, there are fan controllers or voltage mods(running a 12v fan on the 5v wire).
