How to make a copy of whole site

I'd like to make a copy of whole site, in which I will not change anything but I will change the language.

Note:It's authorized by the site owner.

If I hire someone to do it, they don't have to do any language translation, all translation will be done by myself, they just make a copy of the site and let me know how to change the language by myself.

what is the range of prices that is considered to be reasonable? I don't want to be overcharged a lot!
I was once cheated by a web developer on the freelance site.
 
It depends on the website. If it's static html, there are tools to get it. If it's more dynamic (say like this site) you'd need the code that generates the pages. Though most likely in the case of a dynamic site the localization will be done via a database or xml
