How to move everything from old HD to new?

Recently, I've replaced all the major components in my old Systemax computer and now I've bought a new IDE hard drive and need to install it. I currently use Windows XP Home, have two drives, C & D and would like to move all the programs from these two drives onto my new drive. What's the best way?
I've considered buying an OEM XP, installing it on the new drive, then moving everything from the old drives to the new. But, a computer savvy uncle of mine said Norton Ghost is a program that can be used to move files from an old drive, or drives, to a new one.
I appreciate any advice.

If you changed out the the motherboard you will have to do either a repair install or a fresh install(preferred) as all the hardware on the motherboard is different. You can't just ghost a drive with hardware being different. If you do the fresh install then you can just slave your old drive and pull all your data off of it.

I've replaced everything except the MB. So, a fresh XP install or Norton Ghost?
