There has got to be an easier way, but this worked for me.
Someone recommended to use a 'rescue cd' and cited http://www.sysresccd.org/ but it was taking forever to download.
I had played with Ubuntu a few weeks ago. It can boot from a CD without installing it. While the rescue cd was downloading, I tried Ubuntu and it had a partition dialog in its admin panels. I was able re-jigger the partitions to my liking using Ubuntu. Though at first, I was deleting them and it looked like they were being lost too, but when I deleted the last one, it displayed the entire disk as un-allocated (or something like that).
But this was for a re-install WinXP. Its installer also has a partition manager, but it only recognized the first partition. I continued and later the full blown windows disk management program did recognize the new Ubuntu created partitions. Perhaps my WinXP install disc is too old - 2002, I believe.
