How to reinstall windows when you can't log in?

Ok so here's the thing: I need to reinstall windows. Sounds simple, but I'm having quite some trouble at it.

The operating system that is installed is Windows XP SP3 and it was a part of domain, which doesn't exist anymore and I can't log in windows when it asks for a password (the domain password doesn't work) and when I tried booting the windows installation CD, it does nothing, just the thing that asks for a password from windows shows up.

Lat known good configuration also doesn't work
:(
What can I do? :/

Sounds like you're not actually booting from the setup CD. Try checking your BIOS boot settings and make sure the CD is set before the hard drive. Then make sure to press any key when the CD's prompt comes up when you turn on the computer.

Already did that, just makes the sound of reading the disc, but the password thingy still shows up and then I'm stuck ._.
