How to remove restricted sites from IE

want to go to pay something in Paypal, but when I try to login, it comes up page not found. Went in and tried to add to trusted sites in IE, and get the message that it is in the restricted sites. Can't find it in the restricted ones, so I just removed all of them. They all came back, am using Win2000, is there a way to get rid of them.

is your friend running any antivirus, firewallm, spamkiller etc..

if he is running norton internet security, than it is likely that norton's content filter is blocking it, due to a possible security threat...

if so try checking, i would assume that most other security suites run similarly
 
Firefox worked fine, he owed me money, so you can see why I wanted to get him going. He is running the same aint-virus that I am, and mine will let me take them out, but I don't care to figure out his problem, because it works with Firfox.
