How to reverse look up someones address

Does Anyone have anyone have any idea how to reverse look up someone email address. Or how to find someone, anywhere in the world. Without paying some type of fee?

In your own country, i know here in Aus we have a service, but i don't know about the world.
 
Without a warrant you can't track my email account back to me. It's the same as a reverse look up of my IP addy. All you can find is who my provider is. Plus you'd have to have the addy to go with my hotmail account as I lie like most when signing up.
