how to tell hard drive in external enclosure to go to sleep?

I have a 300gb Seagate hard drive inside a USB external enclosure.(made by Adaptec,
like the one in this photo)

If I do not turn it off, the drive just keeps running and not go into sleep mode.
(just a regular external USB hard drive)

Hard-drives never stop spinning unless the PC is entered into Hibernate or is shut-down. This is because it can take a while (relatively speaking) for a drive to spin up. It doesn't matter anyway as the motor life on HDD's is really very long indeed. Just let it run.
