How to throttle down the upload speed from my Synology NAS?

I have a Synology NAS, type 216SE, on which I have a pretty basic HTML site running, but the NAS also serves as a photo hosting device for photo's or other items I post on the internet. A domain name has been attached to my NAS, but it seems I cannot find any specific setting to maximize the upload speed of the NAS. I rather have other people waiting a bit longer for a picture to show, or a download to complete than my upload speed is being saturated all the time.

The reason why I suspect my NAS is because I have 4K video's uploaded on YouTube, and while they play fine on the computer itself, they do not from YouTube. These video's have only a bitrate of 30Mbit/s, while my connection is 250Mbit/s downspeed and 25Mbit/s upload speed. I know, from past experience that if your upload speed is used a lot it will degrade the download speed significantly. But where is a setting on this Synology 216SE to limit the upload speed, to, say like, 500KB/s (approx. 1/5 of my maximum upload speed).
