HP Wind10 does not see new Seagate HDD 4 TB from the NextStar Box

Computer HP with Windows 10 does not see the new Seagate Desktop HDD 4 TB connected from the NextStar box via USB 3.0.
At the same time Computer HP sees the old HD Seagate Desktop HDD 1 TB with same box and other HD.
Windows 10 showed that new device was installed when the new Seagate Desktop HDD 4 TB was connected first time. What to do?
 
If the drive is empty is then you need to go into disk management and partition the drive, format it and assign it a drive letter before windows will actually see it in "computer/this pc".

Does it matter that HD is in NexStar box connected with computer via USB 3.0 NOT inside the computer?
 
Nope, doesn't matter. As I said, if the new drive doesn't have any data on it windows won't see the drive until its partitioned and formatted and a drive letter is assigned.
 
There's a known 2TB limitation on many USB to SATA bridge boards. It could simply be that your enclosure is limited to 2TB drives.
