Hubs, phonelines, and internet

Hi I wasn't sure where else to ask this question, this place seems most appropriate. And excuse my noobness to this topic.

My friend currently has a home network set up like the following:

wall -> hub -> modem -> router -> computers

the hub is used also as a phone line; apparently they get cheap phone if they use the same line as the cable line (not sure what the hub does, from what i understand it just splits IPs). problem is that sometimes their internet is really slow for no reason. I did some simple testing with the router and modems; basically just wall -> modem -> router -> computers. That would work fine, until i put the hub back in the setup. So i assume the problem is with the hub. The hub they have currently is quite old as well.

So the question i have is, would the internet get better if a new hub is bought? Or is there another solution? Her dad is really stubborn about keeping the phone line as is since its cheap, and will only be willing to get a new hub if its FOR SURE that it will help the internet.

It should be connected like this.

Wall----modem----router-----phone hub---computers

the phone hub and computers should be hooked up the router, computers shouldn't be hooked up to the phone hub. That way this setup shouldn't slow down the internet. Only plug the phone into the phone hub. If you have to have more ports for internet then buy a 5 port switch.
 
Also check the hub to see what its speed is. if it's quite old then it could well be a 10/100 hub, which if you have too much plugged into it will make things slow, especially if they are all demanding a lot of bandwidth.
