I am looking for Windows skins and boot screens.

Go to stardock.com and download windows blinds or pay 60 bucks and get their entire package and its got it all!
 
There are many free alternative ways you can approach this rather than shelling out 60 bucks for something that may slow down your pc.

For windows skins.. You will be looking for "visual styles" when searching; These are usually free and work very well without any other program. However, you just need to patch your windows files so it'll let you install the visual styles. Some sites that you can look into is wincustomize.com and www.deviantart.com For the patcher, you can use this one.

For your boot skins, go to wincustomize and on the left, you should see "Bootskins." Click there and you will need the program itself, which is free to download from there and you will see all available skins.
 
Computerhakk got what I was about to mention... If you tweak your system, expect some slow downs. Usally you need a few different programs running to get a really nice effect. Also, I had problems last time I used such software. Sometimes my close button wouldn't work. I think certain programs just aren't compatable with it.

The ones at wincustomize.com require a special program. However I have to download the program and I have to pay for it. Can I use that other program you suggested for WIndows skins instead of the one on the wincustomize.com sites?

That patacher does not work. When I download it says its corrupt.
