I can Copy files from the desktop to HD but can't do it vise versa?

I can Copy files from my desktop computer to external HD Seagate Expansion 1.5 TB, but can not Copy from HD to the desktop?
 
When I did Paste (folder) on a desktop or laptop a Shortcut for the folder from HD Seagate Expansion 1.5 TB was created and the content of this folder can be visible only if the external HD is connected to the desktop or laptop.

That's because you actually created a shortcut to the drives folder. Which means you can only access it while the drive is connected.

We still don't quite understand your issue. If you aren't able to copy files from external to computer and you don't get any errors, not sure how we can help. Could be a permission issue.

What kind of permission I have to change?
 
When I clicked on a folder in the external seagate to highlight it then press Ctrl + C next clicked on the desktop then press Ctrl + V - the same result, nothing happens.

Why don't you try right clicking and choosing Copy from the menu instead of doing ctrl+c.
 
Strange. What happens if you copy from one external to another? If it works, create a backup and format that drive that is in question.
