169.254.x.x is not a valid IP address. Whatever the issue is, your server is not getting a proper IP address from the DHCP server (router or whatever is assigning IP addresses).

i know that 169.254.x.x is not a valid IP address, but if need to solve it does it mean that i have to use CMD to ipconfig/release, then use ipconfig/renew to solve it maybe

I doubt that will solve it. When a valid DHCP server comes online your computer should automatically get that IP. If you've tried replacing the cable and switch, that means the link has gone down and back up to your computer, when that happens it will automatically pull an IP if it can. Since that's not the case, it sounds like there is no working DHCP server on your network.

then any solution for that?
Make sure the DHCP server is running.

I know that doesn't help, but we have no idea what your network looks like. You could be using a Linksys residential router given out DHCP or you could have a Windows Server giving out DHCP, and we have no idea what is between you, the server, and the router.

actually is a server give out DHCP, and using the switch to connect each computer to the LAN
So it's your DHCP server that is down. Honestly, it doesn't sound like you know enough about networking to be troubleshooting network/server issues.
