It sounds like the mouse.sys is corrupted. If you are running XP and have a full install or recovery disk a repair install of Windows would be a fast way to correct that type of problem.
Are you using a usb or PS/2 model? Another thought would some program needing to be disabled in the startup group of the msconfig utility or removed. Display drivers at times can also cause odd problems. Have you downloaded anything new lately?
