Ok i wasnt using my head. I was hooking up another fan that i took out of a scrap power supply in my pc to help cooling. There was wires comeing out of the power supply for fans. I spliced the wires and wired my fan up then like a dummy i pulled them up to tape em and they touched!!!! My pc shut down. I took another extra power supply and pluged up and it works so i know the power supply is what i messed up. My question is the power supply is a 200W Hipro Model: HP-A2027F3 i took it apart and cant find a fuse does anyone know where one might be or if there even is one.

there is one. Funny i jsut did that last night, except the whole touching together thing. If my PSU fails like that i unplug the power cable, then try and turn ithe computer on, the plug it in, and it usually works. The fuse on the PSU is kinda hidden behind a buch of wires. Just weed your way threw and look for it. Mine was by the fan. Just try what i said erlier before changing the fuse!

Yeah, I once shorted out the 12v rail on my old PSU whilst messing with fans, it immediately shut off. Just unplug then replug, it should be okay.

i would guess that the psu would be fine, they usually have an over-current protection which should stop it from burning itself out. i've had something similar happent to my old psu and it still works fine.

lesson here.... dont mess with electrical stuff when its on
