I Need a Good Utility Software

hey guys, i'm looking for a software utility that has the means of editing windows XP. this software is used to disable wallpapers, screensavers, the control panel, the right click....and other things like that.

does anyone have any idea of a utility i could download!

XP Pro should have a built-in Policy Editor, for system-wide changes such as what you're looking for. Home doesn't have this.
