i need help with a pc problem any techies out there? (remote access and owningmybro)

so like my brother is really dumb and all he does is stream video after video after video of anime all day long and i can't do any of my games such as war3 or sc or cs or anything. i am directly connected to my modem. does anyone know a way i can really lag him up and give me the bandwith?

so like people have suggested remote access does anyone know of remote accessing a mac from a pc?
 
There are routers out there to control bandwidth going to each computers/servers etc.. but I dont know of any software or way to stop your bro from slowing your internet down with out kickin his ass lol.

I`ll have a quick look on the net to see if there are any ways around this.
