I Need Help!!!

So i got all my parts for my system today and connected everything and now that I've made all the connections necessary I'm not getting anything. The power led comes on, the system fans starts buts that as far as it goes. I get no display and no beep codes to go off of. Also what is the little red switch on the back of the psu not for (Not the on/off) switch) because whenever its on 115 and I press the power button the system stays on for like 2 seconds but when I put it to 230 it stays on. I think I may have received a dead board from Newegg but I would like to troubleshoot first. Where should I start? This is my system.

So i just tested the system again and i noticed that the only thing turning on is the sytem fan. I dont hear the hard drive disc spinning and my burners are not getting any power. Anything?????
 
that little red switch can screw you up


those are different voltages

one is for USA and the other is for EUROPE

i dont remember which is which
 
OOOOOO. Hope i didnt make anything worse. But when I leave it on 115 the system only powers for like 2 seconds then shuts right off. SOMEBODY HELP ME! I was realllllllllly hoping that everything would run smooth but i should've known it wouldnt happen.
