I need serioius help, people

My monitor is displaying everything as though it's on waves. It's kind of flickery. I HATE IT!!! and am sick and tired of it bothering me. When I switch to duel display, it doesn't do the wave thing, but as soon as I unplug the other monitor, boom, it does it again. Any idea if it is the videocard or the monitor? Please help soon.
 
at 75 hertz it doesn't seem to be noticable, but makes a squeeling noise when the screen is white. At 85 hertz it is wavy (I run it at 85)

Then run it at 75 hertz.

Edit:

A patient walks into the doctors office and says doc my arm hurts... The doctor says show me... The patient starts pokeing his arm and says it hurts everytime I do this....The doc says, Then stop doing that.

Having the screen at the highest refresh rate doesn't necesarily make it best. You can look up your optimal refresh rate online.
