I think his computer crash

A friend of mines says that his won't do anything. He said that if he click on a icon on his desktop it won't loadup, also he said he tried system restore & safemode startup. I don't know what he should try.
 
Also he said that his computer can't go on the internet, and it's about 8 months old.
If this not enough than he'll have to take it to the shop because he don't know anything about computers and I just know how to get by.

Does he have internet? Wireless or wired?
