I think i have a problem!

I have a AMD 64 3200+ and wehn i Play Counter Strike Source it tells the GHZ it running at always it says 2.2 but it just said 3.8! and when i do CTRL+ALT+DEL and check performance my CPU is alway usually at 100% for the littlist of things! and sometimes my games freezes and get all skippy and i dont think it cause of internet connection! i have cable that runs at 3.9 MBS! anyways i just got done playing America's Army cause the game frozen and i test connection to internet on other comp and it was fine!

This is not a graphics problem! I have a Sapphire Radeon 9600XT with new drivers

RUnning WIndows XP Pro 32 bit!
 
reason I asked is because 3.8Ghz seems like alot for a 3400+ 2.2 sounds more like it thought I don't know off the top of my head.
 
The 3.8Ghz was prolly just a spike ... not big deal. If you have a bandwidth monitor you'll find that occasionally you'll find it reads, say 300MB/s .. which is impossible ... thats just because of lag :) Nothing to worry about tho
 
yea but somtimes my games lag for a LONG TIME and when i do CTRL+ALT+DEL right after it the processor is running at 100% and when i shut it down it is still running at 100%! i think my processor is lagging! how can i fix this?!?! or even test it!?!?
 
Fast yes but Athlon64 procs, being 17 stage chips, arent capable of hitting that kinda clock.
