Yeah, unless you want a free site like webs.com you need a domian name and hosting. Before I started paying for hosting I used 000Webhost which is a reasonable host espeically for free. 1and1 has domains for a dollar.
You can register a free domain like yourname.tk or yourname.co.nr and then get free hosting plan from 000WEBHOST.COM
This is the best you can get for free.
