i5 2500k stock cpu fan is LOUD

am I doing something wrong or is this just loud? right now my cpu temp is 55 and mobo temp is 24 I'm thinking this fan isn't working properlly because it's only going at 2,038rpm on the highest setting
 
The Motherboard Temp is ok.
But the CPU temp is very high for Idle usage.
You might have not applied the thermal paste correctly or the fan might have not been seated properly on the CPU.
And what is your ambient temperature.
And also Run a stress test using Prime 95 and use realtemp for temps and post the temperature on-load.

Stop the test if the temp goes above 90
