IBM Thinkpad T21 Power problem

Hi All, I have a IBM Thinkpad T21, and whenever I press the power button, the num lock, caps lock, scroll lock and power light blink on, then all of the lock lights turn off, and then it just hangs, the screen never changes, the hdd spins, the cd drive makes noises, but that is all it does, it will turn on about 2% of the time :( any help?

I have tried a new BIOS battery, no difference

Sounds like a motherboard issue. Try pulling the battery and powering it with only the external power supply. If possible, find a known good power supply to use. If you continue to have problems, you may consider updating the bios as a last ditch effort to fix it.
