I have Win xpMCE and was wondering where the folder with the icons are located.?

no all the icons in windows.

In the windows section of hard drive.

their isn't a folder, but you can right click on a shortcut then go to properties and in the new window go to shortcut and click on change icon and it will display icons that you can change to.
